EU amendment means industrial cores are not packaging, concludes CEPI
The Commission Directive of 7 February in the Official Journal of the European Union, amends Annex I to Directive 94/62/EC on Packaging and Packaging Waste. It enters into force on 1 March 2013 and lists products defined as packaging and exceptions.
CEPI said the relevant paragraph reads: “Rolls, tubes and cylinders around which flexible material (e.g. plastic film, aluminium, paper) is wound, except rolls, tubes and cylinders intended as parts of production machinery and not used to present a product as a sales unit.”
Industrial cores fall under exceptions because they are intended as parts of production machinery, they are reused many times and not are used to present a product as a sales unit as paper is sold “per tonne” and not “per core”.
The European Commission said the review follows calls from Member States and economic operators to reinforce the implementation and create a level playing field in the market.
